What happened to the $400,000 that our local council received from the Labour Government as part of its “better off funding” of its 3-water scheme?

"Gisborne district councillors voted eight to five in Aug 2022, to accept this fund, in spite of it being labelled a 'lolly scramble' by the councillors" (TGH Aug 12, 2022).

"$400,000 to help communities understand and plan for the future impacts of climate change."

Where did it go? What was it spent on? What was achieved? Note the date!! Before Gabrielle!
